Libweb is a directory of library home pages (not a reference database) created by Thomas Dowling, but an announcement on the homepage indicates that the site will be shut down in late 2011 and is currently no longer being updated. An announcement on the site from August 22, 2011 delivers the following message:
The Libweb directory of library home pages will come to an end in late 2011, after 17 years of service. My thanks go out to the kind folks at WebJunction for hosting this site, and before them the Berkeley SunSITE, and before them the University of Washington Libraries. I am no longer updating the lists or processing new submissions.
The site appears to have a new URL as of November 2012, located here.
Libweb "lists over 8000 pages from libraries in 146 countries," and the site can be browsed by geographical region or library type or searched by keyword. The keyword search allows users to search by field (e.g. location=Belgium), and all available fields are listed here.
From the homepage, users can also browse by region (continental regions listed on homepage) or by library type (within the US). Results provide the library name, location, and a direct link to the library homepage.
Although useful in theory, I did not find that LibWeb contained a good database of available law libraries or technical libraries. A search on "Washington DC" returned far fewer results than I was expecting, as did a search on "Congress." --KWhitman 19:41, 19 November 2009 (UTC)
